Service location: U.S. Army Acquisition Support Center, Program Executive Office Office, Aviation (PEO AVN), Redstone Arsenal, Alabama

Wage scale: $115,599 – $176,300

This non-supervisory position is subject to a salary checkpoint equivalent to the GS-14, step 10 base salary, or if the incumbent’s salary currently exceeds the GS-14, step 10 level, the incumbent’s salary will be placed on a salary checkpoint at the incumbents’ existing salary.

Move: Moving expenses (PCS) are not allowed

Travel requirement: Up to 25% temporary travel required

Basic qualification requirement:

Specialized experience: One year of specialized experience which includes developing plans and objectives for assigned systems/programs; provide staff advice and guidance to elements engaged in the development and implementation of plans and objectives to ensure that actions are consistent with the objectives of the PEO/PM and above; review policies, directives, regulations, orders, etc., received from higher levels, provide staff and technical advice for review.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GS-13/NH-03).

Some federal jobs allow you to substitute your education for the experience required to qualify. For this position, you must meet the qualification requirement using experience only – no substitution of education for experience is allowed.

Major tasks:

a) Leads a team of program analysts responsible for financial program management for a major systems acquisition program as part of project or product management.

b) Has full responsibility for cost/schedule/resource management and program reporting for one or more major systems or major category of technology, or, in larger programs, for one or more funding categories .

c) Tasks numerous participating organizations for the entry of program information, plans and supervises the work of program and budget support staff, ensures that adequate program support is provided and maintained.

d) Develops plans and objectives for assigned systems/programs.

e) Provides staff advice and guidance to elements engaged in the development and implementation of plans and objectives to ensure that actions are consistent with the objectives of the PEO/PM and above.

f) Identifies areas requiring attention and exercises leadership to ensure that scheduled system and subsystem time, cost and performance schedules are accurately established and met.

g) Review policies, directives, regulations, orders, etc., received from higher levels.

h) Provides personnel and technical advice for review

i) Develops, maintains and coordinates a responsive financial management program to ensure availability or resources to meet established milestones and events for system development and go-live.

j) Translates program estimates into objectives and budgets. Tasks participating and supporting organizations with program and budget planning and reporting actions by developing and disseminating requirements, methods, justification strategies and reporting cycle.

k) Consolidate plans into the total program, including timelines for the obligation and expenditure of funds to support program milestones

Conditions of employment:

4) May be required to complete a 2 year trial period

5) Salary includes applicable local salary or local market supplement.

6) Payroll direct deposit is required.

7) Must possess or be able to obtain and/or maintain a secret security clearance for the duration of employment.

8) This position has a temporary duty duty (TDY) or business travel requirement of 25% of the time.

9) This is an army acquisition, logistics and technology position. Upon approval of DoDI 5000.66, Change 3, the selected individual must meet the position requirements for Certification (Advanced) within 48 months of entering service.

10) The selected individual must sign a written agreement to remain in federal service in the position for at least three years. By signing such an agreement, the employee does not lose any employment rights, and such an agreement does not alter any other terms and conditions of employment.

11) Must achieve Level III Advanced Certification in the Acquisition Career Area – Financial Management within 48 months of entry into the position.

12) This is a critical acquisition position.

13) The selected individual is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Staff Confidential Financial Disclosure Report upon commencement and annually.

14) This is a Financial Management Level 3 position. Must achieve Financial Management Level 3 certification (FMC03).

Additional requirement for CAPS:

In addition to the certification standards and CL requirements applicable to all AWF positions, CAPs have additional requirements that must be met prior to assignment, in accordance with DODI 5000.66

• Highest category of certification in the applicable functional area, except for Program Management, which requires practitioner certification or higher.

• The holder must sign a 3-year occupancy contract,

• GS-14 or equivalent level/O-5 or higher

• 4 years of experience in acquisition
